IV. INTERNATIONAL ASSAM ISLAMIC UNION CONGRESS DECLARATION

(12 December 2020)

1. AIM (APPENDIX-A)

“ASSAM”, the Association of Justice Defenders Strategic Studies Center, which understands that the prosperity of Muslim nations, the security and survival of the states they have established, the establishment and execution of peace in the world, the dominance of justice and the collection of Islamic countries that accept the geography of ASIA-AFRICA, that is, "ASRICA" the axis, under the will of the Islamic world to re-emerge on the historical stage as a superpower, can be achieved by the union of Islamic countries, to achieve this aims;

• For the determination and coordination of the procedures and principles of the Islamic Union urgently, the establishment of a “MINISTRY OF THE ISLAMIC UNION” in the Cabinet of each Islamic country and the establishment of a “PARLIAMENT OF ISLAMIC COUNTRIES”, in which representatives in proportion to the populations of Islamic countries will be constantly active.
• For the implementation of THE SYSTEM OF ECONOMIC COOPERATION OF ISLAMIC COUNTRIES BASED ON THE ISLAMIC ECONOMY, which will allow the Islamic world to achieve the economic power it deserves,
• Ensuring JOINT DEFENSE INDUSTRIAL PRODUCTION, which will allow it to get rid of dependence on war weapons, vehicles and equipment;
• Organizing a COMMON DEFENSE SYSTEM against common external threats;
• Execution of INTERNAL SECURITY and FOREIGN POLICY from a center,
• Building a COMMON JUSTICE SYSTEM for the establishment of justice in the world and in Islamic geography

Continue to work to identify legislation that will allow them.

APPENDIX -A

2. GENERAL

61 of the 193 United Nations Member States (31% of the number of members) are Muslim countries.

There are 1,894 billion of Muslim states population which is %24 of 7.8 billion people of world population while 30,848 million km2 (20.6% of the world's Land) of 150 million km2 of world land constitute the territory of 61 Islamic countries. The Islamic world, which has 55.5% of the world's oil reserves, 65% of its production, 64.1% of its natural gas reserves, 40% of its production, has a geopolitical value that combines its geopolitical position, common civilizational values and historical accumulation, as well as opportunities, efforts and goals to become the superpower of the future in the geography of ASRICA. (APPENDIX-A)

According to 2020 data, the United States takes the first place in annual World defense spending, which is 2 trillion 175 billion dollars, with 750 billion dollars, while 61 Islamic countries take the second place with 244,286 billion dollarsFrom the back of the Islamic world, third is China with 237 billion dollars, fourth is Saudi Arabia with 67.6 billion dollars, fifth is India with 61 billion dollars, sixth is Britain with 55.1 billion dollars, sixth is Germany with 50 billion dollars, seventh is Japan with 49 billion dollars, ninth is Russia with 48 billion dollars, tententh is South Korea with 44 billion dollars, France with 41.5 billion dollars is eleventh, Brazil and Italy with 27.8 billion dollars are twelfth, Australia with 26 billion dollars is thirteenth, Israel with 20 billion dollars is fourteenth, Iran with 19.6 billion dollars is fifteenth, and Turkey with 19 billion dollars is sixteenth place. The Islamic world, ranks first in the world with 8,868,550 soldiers, 29,934 tanks, 99,726 armored vehicles, 16,789 cannons and 2,638 warships, while it ranks second in the world after the United States with 10,494 fighter jets and 4,030 helicopters.

Given the defense budget of the Islamic world, the number of military weapons, tools and equipment, it has the potential to be in the top three among the world's superpowers.

3. PROCEDURES AND PRINCIPLES OF THE UNION OF ISLAMIC COUNTRIES (APPENDIX-B)

Without changing the national borders and structure of the 61 Islamic States at the axis of ASRICA (28 in Asia, 27 in Africa, 4 in Europe, 2 in South America), NINE REGIONAL FEDERATIONS according to their ethnic and geographical proximity and a CONFEDERAL structure formed by these regional Islamic federations are considered possible to create an ISLAMIC UNION by gathering under a common will

For the formation of an Islamic Union;

• Islamic Aqidah should be the basic basis of the central will to be formed.
• In order to serve for the establishment of an Islamic Union, it should be recognized that the creation of “Ministries of the Islamic Union”is necessary in the councils of Ministers of countries willing to establish an Islamic Union.
• It is necessary to believe that the first step of the Islamic Union is the formation of the “Parliament of Islamic Countries”.
• THE UNION OF ISLAMIC STATES OF ASRICA should be formed by the common will of one STATE from each of the nine geographical regions envisioned to be made into a Federal structure.
• The acceptance of new states that will request to join the Islamic Union must be decided by an absolute majority of the Parliament of Islamic countries.
• Muslim states should be able to decide by 2/3 majority of their parliaments or by absolute majority in referendums to join the”Union of Islamic Countries".
• Name, form of government, status and form of election of the president of the union, official language, Flag, Capital; Legislative, Executive and judicial authority; establishment of Legislative, Executive and judicial bodies of the Union; electoral procedures and principles of members of Parliament, Budget and procedures and principles of meeting by Member States; formation of regional structures, powers and responsibilities, issues related to the powers and responsibilities of Member States of the Islamic Union to be established should be implemented by the decisions of the “Parliament of Islamic Countries” in accordance with the Member States.

4. AREAS OF ACTIVITY OF THE UNION OF ISLAMIC COUNTRIES TO BE CARRIED OUT FROM THE CENTER (APPENDIX-D)

ASSAM;

The Confederation of Islamic States of ASRICA consists of five main areas of activity, (Justice, Defense, Defense Industry, Interior, Foreign Affairs)

From six areas of activity of the Federations of Regional Islamic States, (Customs and Trade, Transport and Maritime, Economics, Science, Industry and Technology, Development, Culture and Tourism)

National states also have ten areas of activity (Education, Finance, Energy and Natural Resources, Health, Agriculture and Animal Husbandry, Youth and Sports, Forestry and Water Works, Labor and Social Security, Social Policies, Environmental Urbanism)

Envisages that an Islamic Union can be established in such a way as to be responsible

5. ISLAMIC ECONOMICS AND PRINCIPLES OF ECONOMIC COOPERATION OF ISLAMIC COUNTRIES

ASSAM considers belowmentioned necessary;

To enable Islamic countries to achieve prosperity above world standards and gain their economic independence; to establish an Islamic economic system as a second step towards the Islamic Union, which uses the technology of the age, promotes production, is based on the exchange of goods and services, is interest-free, protects labor-capital-consumer, provides fair income distribution, is not affected by the fraudulent guidance of global powers, has an autonomous monetary circulation system;

• Establishment of customs union between Islamic countries,
• Establishing a common market between Islamic countries,
• Acceptance of monetary union among Islamic countries,
• Establishment of trade zones between union members,
• The zakat institution has an institutional identity under the control of the states and its evaluation by collecting it as a common fund,
• Establishment of Chamber of Commerce, Commercial Courts, foundations affiliated to the union, establishment of Islamic electronic currency (ASRICA Dinar) ,
• In line with the goals of the Union, the creation of a common market, a common production and R & D incentive fund in the state budget of each Islamic country,
• Establishment of cooperative systems between Islamic countries in the mining, energy, agriculture, transport and telecommunications and food sectors of Islamic countries and informing and supporting financial institutions operating under the slogan of Islamic banking,
• Establishment of a joint financial institution and SWIFT system operating according to Islamic rules,
• Dissemination and development of “Barter Trade, Participation Banking, Hand Unity System and Foundations” among Islamic countries,
• Economic and trade cooperation and trade liberalization, financial cooperation among intersectoral collaboration and the increase in direct investment and free market institutions to increase efforts to reduce poverty,

6. ENVISIONING JOINT DEFENSE INDUSTRIAL PRODUCTION OF ISLAMIC COUNTRIES ASRIKA

In the Cabinet of the Confederation of Islamic states of ASRICA, it is appropriate that the Ministry of defense industry should be one of the five ministries to carry out the activities of identifying, manufacturing, storing, distributing, maintaining and repairing, renovating, modernizing and removing from inventory the needs of Defense Industry Products. (APPENDIX-E)

APPENDIX -E

Affiliated to THE MINISTRY OF DEFENSE INDUSTRY within the Confederation of Islamic states of ASRICA, “DEFENSE INDUSTRY PRESIDENCIES” should be established in the Federations of nine regional Islamic countries, and “DEFENSE INDUSTRY PRESIDENCIES” should be established within the National states affiliated to each “Federation of Regional Islamic States” depending on these presidencies.

By THE MINISTRY OF DEFENSE INDUSTRY of the Confederation of Islamic States of ASRIKA; Land, Sea, Air, Air Defense, Space, Cyber And Electronic Defense Industry products related to the production of the MAİN CONTRACTORS should be allocated to the “Federations of Regional Islamic States”, SUB-CONTRACTORS should also be divided by the “Federations of Regional Islamic States” into their affiliated National States (Related to the allocated Defense Industry Products).

Inventories of defense industrial production facilities and heavy industrial production systems should be issued by Regional Federations and National States’ defense industry presidencies.

Defense Industrial Production in the Regions of the Main and Subcontractors, R & D, STANDARDIZATION, CERTIFICATION, ACCREDITATION, CODIFICATION and MAINTENANCE AND REPAIR centers related to the Defense Industrial Production that it produces should be established.

ASRICA Joint Defense Industrial Production Support Fund, Joint Space Technology Center and Particle Acceleration Center should be established within the scope of scientific research and discount quotas should be applied on the basis of customs union in the use of energy and raw materials required in defense industrial production.

The main branches of science should be established in vocational high schools and universities related to Defense Industrial Products allocated to Regional Islamic Federations and National States that are assigned the role of the main and sub-contractor of the defense industry.

Defense industry product inventory, identification of needs, storage and distribution, as well as renovation, modernization, separation into HEK-MAL (scrap – debris - outdated material), recovery and conversion activities should be managed centrally by the Ministry of Defense Industry.

7. ASRIKA ISLAMIC STATES UNION DEFENSE ORGANIZATION (APPENDIX-F)

APPENDIX -F

According to the ASSAM envisioning, DEFENCE is one of the five areas of activity to be carried out by the Confederation from the Centre.

MINISTRY OF DEFENCE;

The Chief of Staff, located in the center of the Confederation, is envisioned to consist of “JOINT OPERATIONS COMMANDS” at the Army Level, stationed at the center of each of the nine Regional Federations with Land, Sea, Air, Air Defense and Missile, Cyber and Electronic Security Commands.

Article 117 of the Constitution of the Islamic Confederation, which is in draft form; Under the Chairmanship of the President of the Confederal Republic, the creation of the “SECURITY COUNCIL OF THE CONFEDERAL REPUBLIC” is envisioned, attended by the Vice Presidents of the Confederal Republic, the Presidents of The Regional Federal Republic, the Ministers of Justice, National Defense, Interior, Foreign Affairs, the Chief of Staff, The Commanders of The Land, Sea, Air and Joint Forces.

Given operational control of JOINT OPERATIONS COMMANDS and deployed in the Centers of national States; (APPENDIX-G, APPENDIX -H)

Envisioned the establishment of them.

 c. FORCES, INSTITUTIONS AND TROOPS ASSOCIATED WITH THE JOINT OPERATIONS COMMAND IN FEDERAL AREAS

Combat, Combat Support, Combat Service Support Commands and affiliates in each regional federation geography should be assigned to the operational control of The Regional Islamic Federations Joint Operations Commands. (APPENDIX-I)

In subsequent years, in order to present the Islamic world with an appropriate model of legislation related to the “Union of Islamic States of ASRIKA” :

• Joint Foreign Policy,
• Common Justice System,
• Common Internal Security System

WITH THE MAIN THEME these INTERNATIONAL ASSAM CONGRESSES are planned and implemented.

I will do my presentation under six titles.

(SLIDE-3) Conceived ASRICA Islamic States Defense Organization, Declarations [[1]] [[2]] [[3]] published as a result of three ASSAM Islamic Union Congresses and the provisions in the ASSAM Confederation of Islamic Countries Constitution (Model) [[4]] draft were taken as basis.

(SLIDE-4) AIM OF INTERNATIONAL ASSAM ISLAMIC UNION CONGRESSES:

To present a MODEL to the ISLAMIC WORLD by determining the NECESSARY INSTITUTIONS for Islamic Countries to gather under a common will and the appropriate LEGISLATION to which these institutions will be subjected to.

THE SITUATION OF ISLAMIC GEOGRAPHY:

(SLIDE-5) Despite the real potential of the states that form the Islamic World; Today , they are the countries whose territory is most interfered with, which engage the United Nations the most, where terrorism and anarchy are not lacking in their territory, whose resources are managed by foreign powers, where human rights and freedoms are violated, where income distribution is corrupt, where political, social and economic instability prevails, and who demand and need the help and support of external power centers to solve their internal problems.

(SLIDE-6) In the geography in which they should dominate, it has become the site of the undeclared, secret, insidious, dirty and asymmetric Third World War, in which elements of ethnic and sectarian differences within unitary state structures are fought with each other. (SLIDE-7)

(SLIDE-8) It is possible for 61 Islamic countries to get rid of the turmoil they are in and reach the power they deserve and make the world peaceful and ensure tranquility by gathering them under a will.

(SLIDE-9) ASSAM'S VISION IN ISLAMIC COUNTRIES PROCESS

For the Islamic Countries to gather under a common will; (SLIDE-10)

(SLIDE-11) First;

The “Confederation of Islamic Countries” should be established by permanently forming the “Parliament of Islamic Countries”, where the Common will of 60 Islamic countries whose authority, facilities, power, structure are specified by the Constitution, laws and statutes, is represented.

(SLIDE-12) Then;

As the Confederation of Islamic countries continues to work on determining the procedures, basis and principles of justice, interior affairs, foreign policy and Defense, which are the main areas of duty of states,

“Parliaments of Regional Islamic Countries” should be established, where the common will of ethnically and geographically close Islamic States is represented. (Islamic countries can be grouped into nine separate geographies. Middle East / 12 States, Central Asia / 8 States, Near East / 4 States, South East Asia / 3 States, North Africa / 6 States, East Africa/6 States, North West Africa/10 States, South West Africa / 8 States, Europe / 4 States, Muslim States) [[5]]

(SLIDE-13) After then;

“Regional Islamic Confederations” should be transformed into Federations by strengthening the central administrations and each of them should be connected to the “Union of Islamic Countries” as a Confederate Union.

(SLIDE-14) Finally; 

The central joint will must be represented in the "Parliament of the Confederation of Islamic Countries" and the common wills of the regional organizations in the "Regional Federation Parliaments of the Islamic Countries";

“Executive branches” under parliaments should be established; 

In the centers of the central and regional executive bodies, "Courts of Justice" and "Immediate Intervention Forces" should be established to ensure the implementation of the decisions of the Courts of Justice;

 (SLIDE-15) “An organization should be made to ensure "public order and interior security".

In order to ensure external security, "defense industry production cooperation" should be established and a "DEFENSE ALLIANCE" should be organized;

It should be organized for the determination and implementation of "common foreign policies";

"Economic cooperation" should be established;

Formation of an independent "judicial system” consisting of “Human Rights” and "Criminal Courts" for the Confederation of Islamic countries and for the Federations of regional Islamic countries;

By providing them, the “ASRICA Union of Islamic States, Confederate Republic” [[6]] will be realized.

Consequently ASSAM; (SLIDE-16-17)

Nine REGIONAL FEDERATIONS and a CONFEDERATE structure formed by these regional Islamic Federations without changing the national borders and structure of 61 Islamic Countries on the ASRICA pivot, according to their ethnic and geographical proximity. It seems possible to establish the ISLAMIC UNION by gathering under a will.

(SLIDE-18) According to this thought, the Organizational Chart of the ASRICA Union of Islamic States is presented in slide.

The Confederation Center has a Parliament consisting of representatives of 61 Islamic Countries and a Cabinet consisting of the President and six Ministers.

From Nine Federal Regions affiliated with Confederation;

IT HAS BEEN THOUGHT TO CONSIST OF First Regional Federation of Islamic Countries; 12 States,

The second is 8 States,

The third, fourth and ninth 4 States,

The fifth and Sixth 6 States,

The seventh; 9 States,

The eighth; 8 States.

MILITARY FORCES OF ISLAMIC COUNTRIES;

(SLIDE-19) According to 2019 data, the annual world defense expenditure is one TRILLION 770 BILLION dollars.

716 BILLION DOLLARS of Total Expenditure is from USA, 224 BILLION DOLLAR from China, 191 BILLION DOLLAR from 61 ISLAMIC Countries.

In the volume of the Defense Budget, the ISLAMIC World is in the THIRD place.

As a military force, the Islamic world ranks first in the world with 4,707,550 soldiers, 28,760 tanks, 84,063 armored vehicles, 26,184 cannons and 2,577 warships. It is also in the second rank in the world after the United States with 10,986 fighter jets and 3,937 helicopters. It is also in third rank behind the United States and China with defense spending of 191 billion $.

(SLIDE-21) DEFENSE according to the ASSAM vision; It is one of the five fields of activity to be centrally run by the Confederation.

It is envisaged to comprise the Chief of General Staff, Land, Sea, Air, Air Defense and Missile, Cyber and Electronic Security Commands located at the Confederation Centers, and "JOINT OPERATION COMMANDS" at Army Level, located at the center of each of the Nine Regional Federations.

(SLIDE-23) According to Article 117 of the draft constitution, with the leadership of the president of the Confederate Republic, the “Security Council of the Confederate Republic” is envisaged to be established, attended by the Vice Presidents of the Confederate Republic, the Presidents of the regional Federal Republic, the Ministers of Justice, National Defense, Interior, Foreign Affairs, the Chief of staff, the land, navy, air and Joint Force Commanders.” [[7]]

Elhamdülillahi Rabbil Âlemin vel akıbet-ül müttekiym. Vesselatü vesselamü alâ seyyidina ve nebiyyina Muhammedin ve âlihi ve sahbihi ecmain.

Bangladesh, Bosnia and Herzegovina, Burkina Faso, Chad, Iraq, Qatar, Libya, Malaysia, Egypt, Niger, Pakistan, Palestine, Turkey, TRNC, USA (15) and Islam from every corner of geography, our guests who attended as a listener, president and representatives of NGOs, ASSAM, Üsküdar University, Dumlupınar University, IDSB and ASDER, dear brothers and sisters, I greet you all with respect and affection.

We could not hold this year's Congress face to face due to the COVID-19 pandemic that threatened the world. Even if we locked in our homes by complying with the restrictions, we had to make our Congress by means of teleconference, taking advantage of the opportunities provided by technology.

I wish mercy to our brothers who lost their lives due to this pandemic, where vaccines and drugs have not yet been disseminated, and I wish healing to our brothers who lost their health. I pray that Allah take this pandemic away from humanity.

In this congress, who do not leave the "ASSAM" Association of Justice Defenders Strategic Studies Center Association alone;

Dear Participants, (Slide-3)

Purpose of International ASSAM Islamic Union CONGRESSES:

To present a MODEL to the ISLAMIC WORLD and decision makers by determining the INSTITUTIONS required for the gathering of the Islamic Countries under a common will and the legislation that these INSTITUTIONS MUST HAVE.

(SLIDE-4)

The purpose of our FOURTH Congress with the main theme of "ASRICA CONFEDERATION DEFENSE ORGANIZATION" under the heading "DETERMINATION OF THE PRINCIPLES AND THE PROCEDURES OF THE COMMON DEFENSE SYSTEM FOR THE ISLAMIC UNION" will continue until 18:00 today;

It is the determination of the procedures and principles of the mutual defense system to be established in the Nine FEDERAL REGIONS affiliated to the Confederation and the NATIONAL STATES affiliated with these FEDERAL REGIONS with the Common defense system to be carried out from the CONFEDERATION center.

I hope it would be useful to re-evaluate the Islamic Geography together before moving on to the Congress Topic.

"GEOPOLITICAL VALUE OF THE ISLAMIC GEOGRAPHY (ASRICA CONTINENT)

(SLIDE-6)

Of the 61 Islamic Countries, they are located 28 in Asia, 27 in Africa, 4 in Europe and 2 in South America.

Assessing the geography of the Islamic World as ASRICA is within the scope of ASSAM's studies in order to point out the characteristics given to people by this geography and to create an alternative GEOPOLITICAL CONCEPT, taking into consideration the Asia and Africa continents, where the Islamic countries are predominantly located.

Of the 193 States that are members of the United Nations Organization, 61 (31% of the number of members) are Muslim countries.

1.85 Billion of the World Population of 7.632 billion (24.1% of the World Population) is the people of Muslim States, 30.9 million Km² of the world land which is 150 million Km² (20.6% of the Lands) are the lands of 61 Islamic Countries.

 (Slide-7) ISLAMIC WORLD which owns 55.5% of the world's oil reserves, 65% of its production also 64.1% of natural gas reserves,[1]40% of its production;

It has the potential to be the superpower of the future in ASRICA by combining its geopolitical position, common civilization values and historical background with its opportunities, efforts and goals.

(SLIDE-8) THE SITUATION OF ISLAMIC GEOGRAPHY

(Slide-9) Despite the real potential of the states that form the Islamic World;

• Today the most intervened in their lands,
• Most occupying the United Nations,
• Terror and anarchy are not lacking in their land,
• Resources managed by foreign powers,
• Human rights and freedoms are violated,

• The income distribution is corrupted,
• Political, social and economic instabilities prevail,
• Demanding and needing the help and support of external powers to solve internal problems,

Are the Islamic States.

OUR BELIEF IS THAT THIS PERSECUTION WILL BE AN IMPORTANT FACTOR THAT LEADS MUSLIM NATIONS TO UNITY.

THE MAIN FIELDS OF ACTIVITY OF STATES (SLIDE-11)

States are created for the Establishment of JUSTICE.

Justice requires Power.

Therefore, internal security and external defense must be carried out from the center.

The representation of States before Foreign states should also be done from the center.

It means that the state has been established in a geography dominated by a common will where Justice, Internal Security, Defense Against Foreign Affairs and Foreign affairs are centrally managed.

***ASSAM CONGRESSES IN THE PROCESS OF THE UNION OF ISLAMIC COUNTRIES (Slide-12)

Purpose of International Islamic congresses; (SLIDE-13)

Series of CONGRESSES have been planned in order to ensure that the institutions required for the gathering of the Muslim countries under the common will and the legislation of these institutions to be revealed as a MODEL.

It is possible for 60 Islamic countries to get rid of the turmoil they are in and reach the power they deserve and make the world peaceful and ensure tranquility by gathering them under a will.

(Slide-14) The main subjects of the "International ASSAM Islamic Union Congresses" series, which is envisaged to be held every year starting from 2017, taking into account the main fields of activity of the Islamic States:

1. Determination of the Legislation on Management Figures and Organs for the Islamic Union (2017),
2. Determination of Principles and Procedures of Economic Cooperation for the Islamic Union (2018),
3. Determination of Principles and Procedures of Defense Industry Cooperation for the Islamic Union (2019),
4. Determination of Principles and Procedures of Common Defense System for the Islamic Union (2020),
5. Determination of Principles and Procedures of Joint Foreign Policy for the Islamic Union (2021),
6. Determination of Principles and Procedures of Joint Justice System for the Islamic Union (2022),
7. Determination of Principles and Procedures of Common Assistance and Security for the Islamic Union (2023),

It will be ensured that the institutions required for the gathering of Islamic countries under one will and the legislation of these institutions will be revealed as a MODEL.

(Slide-15) FIRST ASSAM CONGRESS

The first congress was planned and conducted on 23-24 November 2017 with the title of "GOVERNMENT FORMS FROM THE PAST TO THE FUTURE". Representatives and academicians from 28 countries participated in the congress and 31 presentations are given.

(Slide-16) In the DECLARATION published as a result of the Congress, in summary;

For the welfare of the Muslim Nations, the security and survival of the states they have established, the establishment and maintenance of peace in the world, the rule of justice and the Islamic World as a superpower, it is necessary for the ISLAMIC COUNTRIES, which accept ASIA-AFRICA “ASRICA” as a pivot, to gather under a will. The necessity of uncovering the ministries of the Islamic Union in the CABINETS of ISLAMIC COUNTRIES and the establishment of a "COUNCIL OF REPRESENTATIVES FOR ISLAMIC COUNTRIES" that will act urgently;

The Council of Representatives of Islamic Countries, In the beginning;

• It should work as “ISLAMIC COUNTRIES CRISIS MANAGEMENT BRANCH” by bringing solutions to the problems between Islamic countries and internal conflicts of Islamic countries.
• It has been declared that her goal would be to establish institutions that would gather Islamic countries,

Under one will.

(SLIDE-17) ASSAM ISLAMIC UNION CONSTITUTION;

At the end of our first congress, a comprehensive Constitution that could be a MODEL was drafted. Consisting of 63 pages and 181 articles, "CONSTITUTION of CONFEDERATION of ISLAMIC COUNTRIES” has been published on the ASSAM WEB Site as a MODEL in Turkish, Arabic and English Languages.

• WE SEE THE CREATION OF THE ISLAMIC UNION AS A NECESSITY OF THE ERA.
• WE ACCEPT THAT THE UNDERSTANDING OF THIS NECESSITY BY THE ISLAMIC UMMAH IS ALSO THE FIRST CONDITION FOR THE ESTABLISHMENT OF THE UNION.

FIRST PHASE (SLIDE-21)

ASSAM DREW A ROAD MAP TO COMPLETE THE ISLAMIC UNION, with the Model Constitution, and EVALUATED THAT ISLAMIC COUNTRIES CAN UNITE UNDER ONE WILL IN FOUR PHASES.

FIRST; (First Phase)

Its authority, potentials, power, structure, number of members, constitution, laws and statutes are specified, the "Chamber of Representatives of the Islamic Countries", in which the common will of 61 Islamic Countries is represented, should be established permanently and subsequently it should be formed as a "Confederate of Islamic Countries".

SECOND PHASE (Slide-22)

As second step;

• While the efforts of the Confederation of Islamic Countries to determine the procedures and principles of justice, security (interior and foreign) and joint foreign policy, which are the principal areas of responsibility of the states, “Regional Assemblies of Islamic Countries” should be established, where the common wills of the ethnic and geographically close Islamic States are represented and with the resolutions of the Parliaments, they should be transformed into a "Regional Confederate Islamic Countries" structure.

(Slide-23) The Regional Islamic Countries CONFEDERATIONS should be grouped in 9 different geographies, taking into account their geographical and ethnic affinity.

• As seen in this grouping slide;

At this stage, the Confederation of Islamic Countries and its 9 Regional Confederations of Islamic Countries should be established.

THIRD PHASE; (Slide-24)

After the formation of the Regional Confederations of Islamic Countries is completed;

• The central administrations of the "Regional Islamic Confederations" should be strengthened and transformed into Federations and each "Regional Confederation of Islamic Countries" should be affiliated to the "Confederation of Islamic Countries" as a Confederate

(SLIDE-25) Thus, the hierarchical connection of the ASRICA ISLAMIC UNION COUNTRIES Confederation is completed and as seen in this slide

Nine REGIONAL FEDERATIONS and a CONFEDERATE structure formed by these regional Islamic Federations without changing the national borders and structure of 61 Islamic Countries (28 Asia, 27 Africa, 4 Europe, 2 South America) on the ASRICA pivot, according to their ethnic and geographical proximity. It seems possible to establish the ISLAMIC UNION by gathering under a will.

FOURTH PHASE (1) (Slide-26)

After the hierarchical structure is completed;

• The central joint will must be represented in the "Parliament of the Confederation of Islamic Countries" and the joint wills of the regional organizations in the "Regional Federation Parliaments of the Islamic Countries".
• “Executive branches” under parliaments should be established.
• In the centers of the central and regional executive bodies, "Courts of Justice" and "Immediate Intervention Forces" should be established to ensure the implementation of the decisions of the Courts of Justice.

FOURTH PHASE (2) (Slide-27)

• An organization should be made to ensure "public order and interior security".
• In order to ensure external security, "DEFENSE INDUSTRY PRODUCTION COOPERATION" should be established and a "DEFENSE ALLIANCE" should be organized.
• It should be organized for the determination and implementation of "common foreign policies";
• "Economic cooperation" should be established,
• For the Confederation of Islamic Countries and the Regional Federations of Islamic Countries, an independent "JUDICIAL SYSTEM" consisting of "Human Rights" and "Criminal Courts" should be established on the judicial systems of the member states.

It can be said that following the completion of this organization, Islamic unity was formed.

As a result of the First International ASSAM Islamic Union Congress, it WAS POSSIBLE TO CREATE such a MODEL.

(SLIDE-28) SECOND INTERNATIONAL ASSAM ISLAMIC UNION CONGRESS

I would like to briefly mention about our 2nd Congress, which has results that we really care about.

2. International ASSAM Islamic Union Congress;

(01-02 NOVEMBER 2018) with the main theme of "ISLAMIC ECONOMY AND ECONOMIC SYSTEMS", 57 presentations were presented by 66 academicians from 15 countries at the Congress.

(SLIDE-29) IN THE DECLARATION PUBLISHED AT THE END OF THE CONGRESS;

In order for the Islamic countries to reach a level of prosperity above world standards and gain their economic independence; Using the technology of the age, encouraging production, based on the exchange of goods and services, interest-free, protecting labor-capital-consumer, providing fair income distribution, unaffected by the fraudulent manipulation of global powers, having an autonomous money circulation system, as a second step towards the Islamic Union, For this reason, it is necessary to establish the economic system;

• Establishment of a customs union between Islamic countries,
• Establishing a common market between Islamic countries,
• The acceptance of monetary union between Islamic countries,
• Establishing trade zones between the members of the Union,
• To give zakat institution an institutional identity under the control of states as a common fund,
• Establishment of the Chamber of Commerce, Commercial Courts and Foundations affiliated to the Union,
• Creation of the Islamic electronic dinar currency (ASRICA Dinar),

(SLIDE-31)

• Creating a Common Market and joint production and R&D incentive fund,
• Resource planning work with the common investment fund,
• Establishing a joint organization for R&D and Innovation activities,
• Establishing cooperatives-cooperation systems between Islamic countries in the mining, energy, agriculture, transportation and telecommunication and food sectors of Islamic countries and supporting Islamic financial institutions,
• Establishment of ASRICA, BANK FINANCIAL TRANSFER CENTER (ASRICA-BAFAM),

(SLIDE-32)

• Taking measures to increase foreign trade volume among member countries,
• Establishing trade centers, signing preferential trade agreements between Islamic countries,
• Developing cultural affinity between Islamic countries in the combination of language, religion and history, establishing a strong political will,

It has been declared as required and the Declaration has been made available to the World Public on the ASSAM WEB Site.

(SLIDE-33) THIRD INTERNATIONAL ASSAM ISLAMIC UNION CONGRESS

 I would like to briefly mention our 3rd Congress, which has had important results.

Our Congress;

(19-20 December 2019) under the title of "DETERMINATION OF THE PROCEDURES AND PRINCIPLES OF COMMON DEFENSE INDUSTRY PRODUCTION FOR THE ISLAMIC UNION", under the main theme of "ASRICA COMMON DEFENSE INDUSTRY PRODUCTION", it was carried out with the participation of 45 academicians from 10 Islamic countries and presented 44 presentations at the Congress.

(SLIDE-34) AT THE END OF THE CONGRESS, on the basis that one of the primary conditions of independence and being a sovereign power is that the WEAPONS USED BY THE COUNTRIES must be produced ON THEIR OWN;

• In the ASRICA Confederation of Islamic States Cabinet, the MINISTRY OF DEFENSE INDUSTRY is one of the five ministries and consists of 9 sub-units attached to the center, as shown on the slide,

• Regarding the production of Land, Naval, Air, Air Defense, Space, Cyber and Electronic Defense Industry products;
  • MAIN CONTRACTORS to "Regional Federations of Islamic States";

5. A single quotation mark within the text can only be used if there is another quote or accent in a quote. Apart from this, double quotation marks should be used in all quotes and highlights.
6. Personal interviews should be stated in the text but should not be included in the bibliography.
7. It is essential to reach primary sources in the studies, but if it is not reached due to some difficulties, the source quoted or quoted in the reference is indicated. Example *: (quoted from Xxxx, 2000, p. 115); (cited in Aaaaaa, 2007b, pp. 37-38). Source information in the quoted or quoted work is not included.
