Final Report
The purpose of the International ASSAM Islamic Union Model ASRICA Confederation Congress series; To make determinations on an academic and political basis regarding current problems in world politics, especially the geography of Islamic countries, and to present a solution to the Islamic world and decision makers about the institutions necessary for the gathering of Islamic countries under one will and the legislation required for these institutions.
As a result of consultation with NGO representatives and academicians from 27 Islamic countries who attended the first of the International ASSAM Islamic Union Model Congresses, it was decided to ensure its continuity. The congress series was held as a congress every year between 2017 and 2023.
Taking into account the primary areas of activity of the states, the main topics of the "International ASSAM Islamic Union Model Congresses" series, which was held in 7 years, the first of which was held in 2017, the second in 2018, the third in 2019, the fourth in 2020, the fifth in 2021, the sixth in 2022, and the seventh in 2023, were as follows;
- Determination of the Governance Form and Bodies Legislation for the Islamic Union – 2017
- Determination of Economic Cooperation Procedures and Principles for the Islamic Union – 2018
- Determination of Defense Industry Cooperation Procedures and Principles for the Islamic Union – 2019
- Determination of Common Defense System Procedures and Principles for the Islamic Union – 2020
- Determination of Common Foreign Policy Procedures and Principles for the Islamic Union – 2021
- Determination of Common Public Order and Security Procedures and Principles for the Islamic Union – 2022
- Determination of Common Justice System Procedures and Principles for the Islamic Union – 2023
At the end of the 7 congresses, it was aimed to present the institutions required for the gathering of Islamic countries under one will and the legislation of these institutions as a model.
As a result of the congress, it was concluded that the "Parliament of Islamic Countries" should be established and the "Ministry of Islamic Unity" should be established in the council of ministers of each Islamic country, and the "Declaration of the Confederation of Islamic Countries" approved by the ASSAM Board of Directors was issued, including 29 Islamic countries and 80 from Turkey. It was signed by 109 NGO officials and announced to the world public through the press. [1]
In addition, a draft model constitution was prepared for the Confederation of Islamic Countries, taking into account the provisions emphasized in the declarations. [2]

SEVENTH INTERNATIONAL ASSAM ISLAMIC UNION MODEL CONGRESS DECLARATION
GENERAL
The aim of the International ASSAM Islamic Union Model Congresses is to make determinations on an academic and political basis regarding current problems in world politics, especially in the Islamic countries, and to present a solution to the Islamic world and decision-makers about the necessary institutions for the gathering of Islamic countries under a will and the necessary legislation for these institutions.
It was decided to ensure the continuity of the International ASSAM Islamic Union Model Congresses as a result of consultation with the NGO representatives and academicians from 27 Islamic countries participating in the first congress.a
Taking into account the main fields of activity of the states, “International ASSAM Islamic Union Model Congresses” series, the first of which was held in 2017, the second in 2018, the third in 2019, the fourth in 2020, the fifth in 2021, and the sixth in 2022, and planned to be held every year, will be implemented this year, main topics are;

It is aimed that the institutions required for the gathering of Islamic countries under one will and the legislation of these institutions will be revealed as a model.
The first congress was held in Istanbul, where the ASSAM central office is located, on November 23-24, 2017, in cooperation with Üsküdar University, the Association of Justice Defenders (ASDER) and the Union of Non-Governmental Organizations of the Islamic World (UNIW).
Representatives of non-governmental organizations and academicians from 27 Islamic countries attended the First International ASSAM Islamic Union Model Congress, abstracts were presented by 31 academicians from 11 countries and the declarations were published on the ASSAM Congress website. [[i]]
As a result of the congress, it was concluded that the “Islamic Countries Parliament” should be established and a “Ministry of Islamic Union” should be established in the Council of Ministers of each Islamic Country and the “Declaration of the Islamic Countries Confederation” approved by the ASSAM Executive Board; It was signed by 109 NGO officials, 29 from Islamic countries and 80 from Türkiye, and announced to the world public opinion through the press. Our second congress was held in Istanbul, where the ASSAM central office is located, on November 1-2, 2018, in cooperation with Üsküdar University, Justice Defenders Association (ASDER), the Union of Non-Governmental Organizations of the Islamic World (UNIW) and International Union of Muslim Scholars (IUMS).
To the Second International ASSAM Islamic Union Model Congress; representatives of non-governmental organizations and academicians from 29 Islamic countries participated, 58 declarations were presented by 66 academicians from 15 countries, and the presentations were published electronically in the ASSAM Congress WEB Site.
Taking into account the declarations presented in the Second congress and the Congress Final Report, the Second Congress Declaration, including the First Congress Declaration, was prepared, presented to the decision-making mechanisms, all guests and participants from the Islamic world, and the global public opinion, and published on our ASSAM Congress WEB Site. Representatives of NGOs and academicians from 45 Islamic countries attended Third International ASSAM Islamic Union Model Congress and 58 declarations were presented by 57 academicians from 10 countries. Congress Final Declaration [[v]] and Abstracts [[vi]] have been published on the ASSAM Congress website.
Fourth International ASSAM Islamic Union Model Congress is held on Determination of Principles and Procedures of Common Defense System for the Islamic Union with the main theme of “Model ASRICA Confederation Defense System” through video-conference method on December 12, 2020 with the participation of Üsküdar University (UU), Kütahya Dumlupınar University (DPU), Justice Defenders Association (ASDER) and Union of NGOs of the Islamic World (UNIW) in Istanbul.
28 academicians from 15 Islamic countries presented 27 declarations in the Fourth International ASSAM Islamic Union Model Congress. The Congress Declaration [[vii]] and Declarations Abstracts [[viii]] and the Declaration Full Text Book [[ix]], including the first, second and third congress declarations, have been published on our ASSAM Congress WEB site.
Fifth International ASSAM Islamic Union Model Congress was held on December 18-19, 2021 by video-conference method in Istanbul with the participation of Kütahya Dumlupınar University (DPU), Association of Justice Defenders (ASDER) and Union of NGOs of the Islamic World (UNIW) on Determination of Principles and Procedures of Common Foreign Policy for the Islamic Union was carried out with the main theme of “Model ASRICA Confederation Foreign Policy Strategy”.
37 academicians from 19 Islamic countries presented 39 declarations in the Fifth International ASSAM Islamic Union Model Congress. The Congress Declaration [[x]] and Declarations Abstracts [[xi]] and the Declaration Full Text Book [[xii]], including the First, Second, Third and Fourth Congress Declarations, have been published on our ASSAM Congress WEB site.
Sixth International ASSAM Islamic Union Model Congress was held on November 12-13, 2022 by video-conference method in Istanbul with the participation of International Union of Muslim Scholars (IUMS), the Union of NGOs of the Islamic World (UNIW), Kütahya Dumlupınar University (DPU) and Association of Justice Defenders (ASDER) on Determination of Principles and Procedures of Common Public Order and Security for the Islamic Union was carried out with the theme of “Model ASRICA Confederation Public Order and Internal Security Organization”.
34 academicians from 16 Islamic countries presented 32 declarations in the Sixth International ASSAM Islamic Union Model Congress. The Congress Declaration [[xiii]] and Declarations Abstracts [[xiv]] and the Declaration Full Text Book [[xv]], including the First, Second, Third, Fourth and Fifth Congress Declarations, have been published on our ASSAM Congress WEB site.
Our last congress, which is planned to be held within and under the coordination of ASSAM, will be held online on December 23-24 this year via video-conference with the participation of International Union of Muslim Scholars (IUMS), the Union of NGOs of the Islamic World (UNIW), International Jurist Union (IJU), Fatih Sultan Mehmet Vakif University the Faculty of Islamic Science (FSMVU ISF) and Association of Justice Defenders (ASDER) and with the cooperation of NGOs of Islamic World. THE SECOND SERIAL ASSAM CONGRESSES which will be held and continued following the year 2024, is being projected to offer SOLUTION RECOMMENDATIONS TO THE CRISES IN THE REGIONS OF CRISIS OF ISLAMIC GEOGRAPHY.
The languages of the congress will be Turkish, English and Arabic. Presentations will be interpreted simultaneously (instantly). Abstracts and declarations will be published in book form on the ASSAM Congress WEB Site. Declarations may be published electronically in the ASSAM International Refereed Journal (ASSAM-UHAD), provided that they pass through the referee process. Those who want to have their declarations published in our ASSAM International Refereed Journal (UHAD) who sent declarations to our congress should prepare their declarations in accordance with the declarations preparation format of our refereed journal[xvi] and upload them to the system via the link given below. The link to the refereed journal is below.[xvii] Declarations/articles in the refereed journal will be published after the refereeing process.
The Congress Conclusion Reports to be prepared for execution will also be sent to decision-making mechanisms and all invitees and participants from the Islamic world and will be published on the ASSAM Congress WEB site.
GEOPOLITICAL VALUE OF ISLAMIC GEOGRAPHY:
57 of the 206 States in the World (27% of the member states), 1,859,779,580 of the 7,916,525,000 world population (23.49% of the world population), the Islamic geography, which is owned by 57 Islamic Countries, covers 30.9 million km2 (20.6% of the lands of the whole world) of the world's 150 million km2, with the bloc they formed when the borders between them are ignored:
- Which is located in the center of the continents of Asia, Europe and Africa, known as the world island,
- Which is controlling the Gibraltar, Bab El-Mendeb, Hormuz, Çanakkale and Istanbul straits and the Suez Canal, which are considered the gateways to the Mediterranean, Red Sea and Black Sea, which is the world's largest inland seas,
- Which have coasts to the Atlantic Ocean, Indian Ocean, Mediterranean, Black Sea, Red Sea and Caspian Sea,
- Which is bordered by land and sea to the continents of Asia, Europe and Africa, to the global powers of the world such as the European Union, Russia, India and , China, and to the United States by sea,
- Which have the opportunity to be the center of the land, air and sea transportation routes without alternatives,
- Which owns 55.5% of the world's oil reserves, 45.6% of its production also 64.1% of natural gas reserves, 33% of its production,
By combining its geopolitical position, common civilization values and historical background with its opportunities, efforts and goals, it has the potential to become the superpower of the future.
GLOBAL ATTACKS TO THE ISLAMIC WORLD
In its geography where it should be sovereign, the Islamic world has become the site of the undeclared, secret, insidious, dirty and asymmetric World War III, in which the ethnic and sectarian units within the unitary structures of each Islamic country are fighting each other.
Despite the advantages they have, Islamic countries have fallen into a great turmoil with the interventions of the imperialist western states. As a result of this turmoil, great suffering and destruction are experienced in the Islamic countries. Millions of Muslims are forced to choose between leaving their homes or dying. Thousands of Muslims die in various ways on the migration routes, and those who manage to migrate are doomed to live in poverty and misery.
According to the official data of the United Nations High Commissioner for Refugees, as of 2021, according to official records, 6.6 million Syrian citizens immigrated around the world. ([xviii]) This figure is even higher with unregistered refugees. Syrian refugees migrated to Türkiye (3,388,698), Iraq (262,218), Jordan (660,605), Egypt (145,157), Lebanon (805,326) and other countries in North Africa (41,742). Apart from these figures, there are intense attempts to migrate to Europe and most of them lose their lives in the Mediterranean. Despite these adversities, the total number of registered refugees crossing into Europe from April 2011 to January 2021 was 1,022,142. ([xix])
The World War III is being waged as an undeclared war (hybrid war) against Islamic countries. After the collapse of the Ottoman Empire, the Muslims, who were left without a government, tried to continue their existence by establishing small states, but because they lost their unity and solidarity, they became an easy to swallow for global powers. The United States, European Union, England, France, Russia and China aim to establish authority in Islamic countries by waging proxy wars with the terrorist organizations they control and the asymmetric war methods they apply in order to seize the Islamic geography.
SEVENTH INTERNATIONAL ASSAM ISLAMIC UNION MODEL CONGRESS
Our congress was held on December 23-24, 2023 in video-conference method. In our congress, the subject of “Determination of the Principles and Procedures of the Common Justice System for the Islamic Union” will be examined under the main theme of “Model ASRICA Confederation Justice System”.

DECLARATION
GENERAL
The aim of the International ASSAM Islamic Union Model Congresses is to make determinations on an academic and political basis regarding current problems in world politics, especially in the Islamic Countries, and to present a solution to the Islamic World and decision-makers about the necessary institutions for the gathering of Islamic Countries under a will and the necessary legislation for these institutions.
It was decided to ensure the continuity of the International ASSAM Islamic Union Model Congresses as a result of consultation with the NGO Representatives and academicians from 27 Islamic Countries participating in the First Congress.
Taking into account the main fields of activity of the states, “International ASSAM Islamic Union Model Congresses” series, the first of which was held in 2017, the second in 2018, the third in 2019, the fourth in 2020, and the fifth in 2021, and planned to be held every year, will be implemented this year and in the following years, main topics are;
- Determination of the Legislation on Management Figures and Organs for the Islamic Union (2017-CARRIED OUT)
- Determination of Principles and Procedures of Economic Cooperation for the Islamic Union (2018-CARRIED OUT)
- Determination of Principles and Procedures of Defense Industry Cooperation for the Islamic Union (2019-CARRIED OUT)
- Determination of Principles and Procedures of Common Defense System for the Islamic Union (2020-CARRIED OUT)
- Determination of Principles and Procedures of Joint Foreign Policy for the Islamic Union (2021-CARRIED OUT)
- Determination of Principles and Procedures of Common Assistance and Security for the Islamic Union (2022),
- Determination of Principles and Procedures of Joint Justice System for the Islamic Union (2023)
It is aimed that the institutions required for the gathering of Islamic countries under one will and the legislation of these institutions will be revealed as a model.
The first congress was held in Istanbul, where the ASSAM central office is located, on 23-24 November 2017, in cooperation with Üsküdar University, the Association of Justice Defenders (ASDER) and the Union of Non-Governmental Organizations of the Islamic World (UNIW).
Representatives of Non-Governmental Organizations and academicians from 27 Islamic Countries attended the First International ASSAM Islamic Union Model Congress, abstracts were presented by 31 academicians from 11 countries and the presentations were published on the ASSAM Congress website. [[i]]
As a result of the congress, it was concluded that the “Islamic Countries Parliament” should be established and a “Ministry of Islamic Union” should be established in the Council of Ministers of each Islamic Country and the “Declaration of the Islamic Countries Confederation” approved by the ASSAM Executive Board; It was signed by 109 NGO officials, 29 from Islamic countries and 80 from Turkey, and announced to the world public opinion through the press. [[ii]]
In addition, a model Constitution draft was prepared for the confederation of Islamic Countries, taking into account the provisions emphasized in the declarations. [[iii]]
Our second congress was held in Istanbul, where the ASSAM central office is located, on November 1-2, 2018, in cooperation with Üsküdar University, Justice Defenders Association, the Union of Non-Governmental Organizations of the Islamic World (UNIW) and International Union of Muslim Scholars (IUMS).
To the Second International ASSAM Islamic Union Model Congress; Representatives of Non-Governmental Organizations and academicians from 29 Islamic Countries participated, 58 declarations were presented by 66 academicians from 15 countries, and the presentations were published electronically in the ASSAM Congress WEB Site.
Taking into account the declarations presented in the Second Congress and the Congress final report, the Second Congress Declaration, including the First Congress Declaration, was prepared, presented to the decision-making mechanisms, all guests and participants from the Islamic World, and the world public opinion, and published on our ASSAM Congress WEB Site. Representatives of NGOs and academicians from 45 Islamic Countries attended Third International ASSAM Islamic Union Model Congress and 58 declarations were presented by 57 academicians from 10 countries. Congress Final Declaration [[v]] and Abstracts [[vi]] have been published on the ASSAM Congress website.
Fourth International ASSAM Islamic Union Model Congress is held on Determination of Principles and Procedures of Common Defense System for the Islamic Union with the main theme of “ASRICA Confederation Defense System” through video-conference method on December 12, 2020 with the participation of Üsküdar University (UU), Justice Defenders Association (ASDER) and Union of NGOs of the Islamic World (UNIW) in Istanbul.
28 academicians from 15 Islamic Countries presented 27 declarations in the Fourth International ASSAM Islamic Union Model Congress. The Congress Declaration [[vii]] and Declarations Abstracts [[viii]] and the Declaration Full Textbook [[ix]], including the first, second and third congress declarations, have been published on our ASSAM Congress WEB site.
Fifth International ASSAM Islamic Union Model Congress will be held on December 18-19, 2021 by video-conference method in Istanbul with the participation of Justice Defenders Association (ASDER) and Union of NGOs of the Islamic World (UNIW) on Determination of Principles and Procedures of Joint Foreign Policy for the Islamic Union will be carried out with the main theme of “Model ASRICA Confederation Foreign Policy Strategy”.
37 academicians from 19 Islamic Countries presented 39 declarations in the Fifth International ASSAM Islamic Union Model Congress. The Congress Declaration [[x]] and Declarations Abstracts [[xi]] and the Declaration Full Textbook [[xii]], including the First, Second, Third and Fourth Congress Declarations, have been published on our ASSAM Congress WEB site.
Within the body and coordination of ASSAM, Video-Conference method will be applied this year, in the first of our two subsequent congresses planned to be held. Our congress will be held with the participation and organization of Justice Defenders Association (ASDER), The Union of NGOs of the Islamic World (UNIW), International Union of Muslim Scholars (IUMS). The congress to be held in 2023 is planned to be held face-to-face in cooperation with the Union of NGOs of the Islamic World.
The languages of the congress will be Turkish, English and Arabic. Presentations will be interpreted simultaneously (instantly). Abstracts and declarations will be published in the ASSAM Congress WEB site by publishing into a book and placed electronically in the ASSAM International Refereed Journal (ASSAM-UHAD). Those who want to have their declarations published in our ASSAM International Refereed Journal (UHAD) who sent declarations to our congress should prepare their declarations in accordance with the declarations preparation format of our refereed journal [xiii] and upload them to the system via the link given below. The Congress Conclusion Reports to be prepared for execution will also be sent to decision-making mechanisms and all invitees and participants from the Islamic World and will be published on the ASSAM Congress WEB Site.
GEOPOLITICAL VALUE OF ISLAMIC GEOGRAPHY:
57 of the 206 States in the World (29% of the Member States), 1.859.779.580 billion of the 7,916.525,000 billion World Population (23.49% of the World Population), the Islamic Geography, which is owned by 57 Islamic Countries, covers 30.9 million km2 (20.6% of the Lands of the Whole World) of the world's 150 million km2, with the bloc they formed when the borders between them are ignored:
- Which is located in the center of the continents of Asia, Europe and Africa, known as the world island,
- Which is controlling the Gibraltar, Bab-El Mendeb, Çanakkale and Istanbul straits and the Suez Canal, which are considered the gateways to the Mediterranean, Red Sea and Black Sea, which is the world's largest inland seas,
- Which have coasts to the Atlantic Ocean, Indian Ocean, Mediterranean, Black Sea, Red Sea and Caspian Sea,
- Which is bordered by land and sea to the continents of Asia, Europe and Africa, to the global powers of the world such as the European Union, Russia, India and, China, and to the United States by sea,
- Which have the opportunity to be the center of the land, air and sea transportation routes without alternatives,
- Which owns 55.5% of the world's oil reserves, 45.6% of its production also 64.1% of natural gas reserves, 33% of its production,
By combining its geopolitical position, common civilization values and historical background with its opportunities, efforts and goals, it has the potential to become the superpower of the future.
GLOBAL ATTACKS TO THE ISLAMIC WORLD
In its geography where it should be sovereign, the Islamic World has become the site of the undeclared, secret, insidious, dirty and asymmetric World War III, in which the ethnic and sectarian units within the unitary structures of each Islamic Country are fighting each other.
Despite the advantages they have, Islamic countries have fallen into a great turmoil with the interventions of the imperialist western states. As a result of this turmoil, great suffering and destruction are experienced in the Islamic countries. Millions of Muslims are forced to choose between leaving their homes or dying. Thousands of Muslims die in various ways on the migration routes, and those who manage to migrate are doomed to live in poverty and misery.
According to the official data of the United Nations High Commissioner for Refugees, as of 2021, according to official records, 6.6 million Syrian citizens immigrated around the world. ([xv]) This figure is even higher with unregistered refugees. Syrian Refugees migrated to Turkey (3.645.140), Iraq (242.163), Jordan (662.790), Egypt (130.577), Lebanon (865531) and other countries in North Africa (31.657). Apart from these figures, there are intense attempts to migrate to Europe and most of them lose their lives in the Mediterranean. Despite these adversities, the total number of registered refugees crossing into Europe from April 2011 to January 2021 was 1,022,142. ([xvi])
The World War III is being waged as an undeclared war (Hybrid War) against Islamic Countries. After the collapse of the Ottoman Empire, the Muslims, who were left without a government, tried to continue their existence by establishing small states, but because they lost their unity and solidarity, they became an easy to swallow for global powers. The United States, European Union, England, France, Russia and China aim to establish authority in Islamic Countries by waging proxy wars with the terrorist organizations they control and the asymmetric war methods they apply in order to seize the Islamic Geography.
SIXTH INTERNATIONAL ASSAM ISLAMIC UNION MODEL CONGRESS
Our congress will be held on November 12-13, 2022 with the organization. In our congress, the subject of “Determination of Common Public Order and Security Principles and Procedures for the Islamic Union” will be examined under the main theme of “Model ASRICA Confederation Public Order and Internal Security Organization”.

DECLARATION OF THE FOURTH INTERNATIONAL CONGRESS OF THE ISLAMIC UNION OF ASSAM
GENERAL
The aim of the International ASSAM Islamic Union Congress is to make determinations on the academic and political grounds related to current problems in Global politics especially in the geography of Islamic Countries and to provide means to the decision makers about institutions required to gather Islamic countries under a common will and the necessary legislation for these institutions.
The first of the International ASSAM Islamic Union Congresses was held with representatives of NGOs from 27 Islamic Countries and it was decided to ensure continuity as a result of consultation.
The main topics of the series of "International ASSAM Islamic Union Congresses", which were first implemented in 2017, second implemented in 2018 and third implemented in 2019 by taking the main fields of activity of the states into consideration, and planned to be carried out every year, are as follows;
- Establishment of the Legislation of the Administrative Structure and Organs for the Islamic Union (2017 - Done)
- Establishment of Economic Cooperation Procedures and Principles for the Islamic Union (2018 - Done)
- Establishment of Defence Industry Cooperation Procedures and Principles for Islamic Union (2019-Done)

Topics above were selected to offer the required institutions and their legislations of these institutions which serve Islamic countries gathering under a common will and finding a common model finally.
The First Congress was held in Istanbul, the center of ASSAM, in cooperation with Üsküdar University, The Association of Justice Defenders (ASDER) and the Islamic World NGOs Association (IDSB) on November 23-24, 2017.

As a result of the Congress, it was concluded that “the Parliament of Islamic Countries” should be established and each Islamic country should create the “Ministry of Islamic Union” through their Council of Ministers, the “Declaration of the Confederation of Islamic Countries” was approved by ASSAM's Board of Directors and was also approved by 109 NGO officers from 29 Islamic countries, 80 of which was from Turkey, and was announced to the world public opinion through the press.[ii]
Furthermore, a model constitution was drafted for the Confederation of Islamic Countries, taking into account the provisions highlighted in the declaration.[iii]
The Second Congress was held in Istanbul, the center of ASSAM, in cooperation with Üsküdar University, The Association of Justice Defenders (ASDER), the Islamic World NGO Association (IDSB) and the International Union of Muslim Scholars (IUMS) on November 01-02, 2018.
The Second International ASSAM Islamic Union Congress was attended by representatives of NGOs organizations from 29 Islamic Countries and academicians, and 58 notifications presented by 66 academicians from 15 countries were published. Also all notifications were published electronically in ASSAM International Refereed Journal (ASSAM-UHAD) and in ASSAM's website.
According to notifications presented in second Congress and results reports of the Congress, the Declaration, which includes the First Conference Declaration, was prepared and presented to decision makers, all invited guests and participants from all over the Muslim world and to the World Public Opinion. Also it was published on ASSAM's website.[iv]
The Third International ASSAM Islamic Union Congress was attended by representatives of NGO’s organizations from 45 Islamic Countries and academicians 58 notifications presented by 57 academicians from 10 countries. Also all notifications were published electronically in ASSAM International Refereed Journal (ASSAM-UHAD) and in ASSAM's website.[v][vi]
THE FOURTH ASSAM INTERNATIONAL ISLAMIC UNION CONGRESS;
ASSAM fourth congress will be held in Istanbul on December 12-13, 2020 with the participation of Üsküdar University (ÜU), Association of Justice Defenders (ASDER) and Islamic World NGO’s Union (IDSB),under the title of PROCEDURES AND PRINCIPLES OF JOINT DEFENCE COOPERATION FOR THE ISLAMIC UNION, ‘‘DEFENCE SYSTEM OF ASRICA CONFEDERATION’’.
The following congresses are planned to be held in different countries in cooperation with NGOs of Islamic Countries under the auspices and coordination of ASSAM.
The language of the congress will be in Turkish, English and Arabic. There will be a simultaneous translation in the presentation of the notifications. Summaries and notifications will be converted into books and published on ASSAM web site, and the summaries will also be published in ASSAM International Refereed Journal (ASSAM-UHAD) electronically. The final reports of the congress, which will be prepared for execution, will be sent to decision making mechanisms and to all guests and participants from all over the Islamic world, and will be published on the ASSAM website.
GEOPOLITICAL VALUE OF ISLAMIC GEOGRAPHY:
The Islamic geography of 60 countries, having 60 of 193 member states of the United Nations Organization (31% of the member states), 1.6 billion of the world's population of 7,145 billion (22.5% of the world's population), 19 million km2 of the world’s land of 150 million km2 (12.8% of the world's land) has the following with the block they formed when the borders between them are ignored:
- Located in the center of Asia, Europe and Africa, known as the World Island;
- Controls the Strait of Gibraltar which is considered as the entrance gates of the Mediterranean, the biggest inland sea of the World, Red Sea and Black Sea as well as Bab-El-Mandeb, Çanakkale and Istanbul Straits and the Suez Canal,
- Has coasts to Atlantic Ocean, Indian Ocean, Mediterranean Sea, Black Sea and Caspian Sea,
- Land and sea border neighbour to Asia, Europe and Africa continents, superpowers of the world such as European Union, Russia, India, Russia and sea border neighbour to the United States of America.
- Has the opportunity to become an unrivalled center of world land, air and sea transportation routes,
- Owns 55.5% of world petroleum reserves and 45.6% of its production, 64.1% of natural gas reserves, and 33% of its production;
- In the future, it will have the ability to be superpower in the world by combining its geopolitical position, common civilization values and historical build up with its opportunities, efforts and goals.
GLOBAL ATTACKS ON THE ISLAMIC WORLD
The Islamic world, in its geography where it should be sovereign, has been turned to the area of the undeclared, secret, insidious, dirty and asymmetric Third World War. Where the elements of ethnic and sectarian differences within the unitary structures of each Islamic country are made fought with one another.
Armed terrorist organizations; al Qaeda in Afghanistan, Boko Haram in Nigeria, Anti Balaka in Middle Africa, Revolutionary People's Liberation Front (DHKP-C) and Communist /Marxist /Leninist Party of Turkey, PKK, PYD, FETÖ/PYD in Turkey, Al-Nusra Front, DAESH, PYD and HTŞ in Syria, which have drowned Turkey and Islamic geography in blood, tears and turned to debris, operate under the control and support of global powers.
Despite of the advantages they have, Islamic countries have fallen into enormous chaos and disorders through the interference of the imperialist Western states. As a result of this turmoil, the Islamic geography is suffering from a case of destruction and famine. Millions of Muslims are forced to choose between leaving their homes and homelands or left to die. Thousands of Muslims die in different ways on the way of migration, while those who succeed in migration are forced to live in poverty and misery.
According to the data provided from the United Nations High Commissioner for Refugees 2016, only 5 million Syrian citizens have emigrated. This figure is even higher with unregistered refugees. Syrian refugees have migrated to Turkey (3.644.342)[vii], Iraq (249.726), Jordan (629.128), Egypt (132.275), Lebanon (1.172.753) and other places in North Africa. Regardless Of these figures, there are intensive attempts to migrate to Europe and most of them lost their lives at the Mediterranean Sea. Despite these negativities, the total number of the registered refugees who were transferred to Europe from April 2011 to January 2016 was 935.008 refugees.[viii]
The Third World War continues as an undeclared war against the Islamic countries. After the collapse of the Ottoman Empire, the Muslims who were left without authority, tried to maintain their existence by establishing small states but they lost their unity and togetherness, so they became easy prey for the global powers. The United States, the European Union, France, Russia and the Commonwealth of Independent States aim to establish their authority in Islamic countries in order to take over the Islamic geography through carrying out proxy wars (Asymmetrical wars) by terrorist organizations under their control.
THE FOURT INTERNATIONAL CONGRESS FOR THE ISLAMIC UNION OF ASSAM

Declaration Of The Third International Congress Of The Islamic Union Of ASSAM
GENERAL
The aim of the International ASSAM Islamic Union Congress is to make determinations on the academic and political grounds related to current problems in Global politics especially in the geography of Islamic Countries and to provide means to the decision makers about institutions required to gather Islamic countries under a common will and the necessary legislation for these institutions.
The first of the International ASSAM Islamic Union Congresses was held with representatives of NGOs from 27 Islamic Countries and it was decided to ensure continuity as a result of consultation.
The main topics of the series of "International ASSAM Islamic Union Congresses", which were first implemented in 2017, and second implemented in 2018 by taking the main fields of activity of the states into consideration, and planned to be carried out every year, are as follows;
- Establishment of the Legislation of the Administrative Structure and Organs for the Islamic Union (2017- Done)
- Establishment of Economic Cooperation Procedures and Principles for the Islamic Union (2018- Done)
- Establishment of Defense Industry Cooperation Procedures and Principles for Islamic Union (2019)
- Establishment of Common Defense System Procedures and Principles for the Islamic Union (2020)
- Establishment of Common Foreign Policy Procedures and Principles for the Islamic Union (2021)
- Establishment of the Principles and Procedures of the Common Judicial System for the Islamic Union (2022)
- Establishment of Common Public Order and Security Procedures and Principles for the Islamic Union (2023)
Topics above were selected to offer the required institutions and their legislations of these institutions which serve Islamic countries gathering under a common will and finding a common model finally.
The First Congress was held in Istanbul, the center of ASSAM, in cooperation with Üsküdar University, The Association of Justice Defenders (ASDER) and the Islamic World NGOs Association (IDSB) on November 23-24, 2017.
The First International ASSAM Islamic Union Congress was attended by representatives of NGOs organizations and academicians from 27 Islamic Countries. At the Congress, summaries and notifications presented by 31 academicians from 11 countries were published on the ASSAM website.[i]
As a result of the Congress, it was concluded that “the Parliament of Islamic Countries” should be established and each Islamic country should create the “Ministry of Islamic Union” through their Council of Ministers, the “Declaration of the Confederation of Islamic Countries” was approved by ASSAM's Board of Directors and was also approved by 109 NGO officers from 29 countries, 70 of which was from Turkey, and was announced to the world public opinion through the press.[ii]
Furthermore, a model constitution was drafted for the Confederation of Islamic Countries, taking into account the provisions highlighted in the declaration.[iii]
The Second Congress was held in Istanbul, the center of ASSAM, in cooperation with Üsküdar University, The Association of Justice Defenders (ASDER), the Islamic World NGO Association (IDSB) and the International Union of Muslim Scholars (IUMS) on November 01-02,2018.
The Second International ASSAM Islamic Union Congress was attended by representatives of NGOs organizations from 29 Islamic Countries and academicians, and 58 notifications presented by 66 academicians from 15 countries were published. Also all notifications were published electronically in ASSAM International Refereed Journal (ASSAM-UHAD) and in ASSAM'swebsite.
According to notifications presented in second Congress and results reports of the Congress, the Declaration, which includes the First Conference Declaration, was prepared and presented to decision makers, all invited guests and participants from all over the Muslim world and to the World Public Opinion. Also it was published on ASSAM's website.[iv]
THE THIRD CONGRESS;
ASSAM third congress will be held in Istanbul on December 19-20-21, 2019 with the participation of Üsküdar University (ÜÜ) and Association of Justice Defenders (ASDER) under the title of “Establishment of Defense Industry Cooperation Procedures and Principles for Islamic Union”.
The following congresses are planned to be held in different countries in cooperation with NGOs of Islamic Countries under the auspices and coordination of ASSAM.
The language of the congress will be in Turkish, English and Arabic. There will be a simultaneous translation in the presentation of the notifications. Summaries and notificationswill be converted into books and published on ASSAM web site, and the summaries will also be published in ASSAM International Refereed Journal (ASSAM-UHAD) electronically. The final reports of the congress, which will be prepared for execution, will be sent to decision making mechanisms and to all guests and participants from all over the Islamic world, and will be published on the ASSAM website.
GEOPOLITICAL VALUE OF ISLAMIC GEOGRAPHY:
The Islamic geography of 60 countries, having 60 of 193 member states of the United Nations Organization (31% of the member states), 1.6 billion of the world's population of 7,145 billion (22.5% of the world's population), 19 million km2 of the world’s land of 150 million km2 (12.8% of the world's land) has the following with the block they formed when the borders between them are ignored:
- Located in the center of Asia, Europe and Africa, known as the World Island;
- Controls the Strait of Gibraltar which is considered as the entrance gates of the Mediterranean, the biggest inland sea of the World, Red Sea and Black Sea as well as Bab-El-Mandeb, Canakkale and Istanbul Straits and the Suez Canal,
- Has coasts to Atlantic Ocean, Indian Ocean, Mediterranean Sea, Black Sea and Caspian Sea,
- Land and sea border neighbor to Asia, Europe and Africa continents, super powers of the world such as European Union, Russia, India, Russia and sea border neighbor to the United States of America.
- Has the opportunity to become an unrivaled center of world land, air and sea transportation routes,
- Owns 55.5% of world petroleum reserves and 45.6% of its production, 64.1% of natural gas reserves, and 33% of its production;
- In the future, it will have the ability to be superpower in the world by combining its geopolitical position, common civilization values and historical build up with its opportunities, efforts and goals.
GLOBAL ATTACKS ON THE ISLAMIC WORLD
The Islamic world, in its geography where it should be sovereign, has been turned to the area of the undeclared, secret, insidious, dirty and asymmetric Third World War. Where the elements of ethnic and sectarian differences within the unitary structures of each Islamic country are made fought with one another.
Armed terrorist organizations; al Qaeda in Afghanistan, Popular Mobilization Forces in Iraq, Boko Haram in Nigeria, Anti Balaka in Middle Africa, Revolutionary People's Liberation Front (DHKP-C) and Communist /Marxist /Leninist Party of Turkey, PKK, PYD, FETÖ/PYD in Turkey, Al-Nusra Front, DAESH, PYD and Tahrir al-Sham in Syria, which have drowned Turkey and Islamic geography in blood, tears and turned to debris, operate under the control and support of global powers.
Despite of the advantages they have, Islamic countries have fallen into enormous chaos and disorders through the interference of the imperialist Western states. As a result of this turmoil, the Islamic geography is suffering from a case of destruction and famine. Millions of Muslims are forced to choose between leaving their homes and homelands or left to die. Thousands of Muslims die in different ways on the way of migration, while those who succeed in migration are forced to live in poverty and misery.
According to the data provided from the United Nations High Commissioner for Refugees 2016, only 5 million Syrian citizens have emigrated. This figure is even higher with unregistered refugees. Syrian refugees have migrated to Turkey (3.644.342)[v], Iraq (249.726), Jordan (629.128), Egypt (132.275), Lebanon (1.172.753) and other places in North Africa. Regardless Of these figures, there are intensive attempts to migrate to Europe and most of them lost their lives at the Mediterranean Sea. Despite these negativities, the total number of the registered refugees who were transferred to Europe from April 2011 to January 2016 was 935.008 refugees.[vi]
The Third World War continues as an undeclared war against the Islamic countries. After the collapse of the Ottoman Empire, the Muslims who were left without authority, tried to maintain their existence by establishing small states but they lost their unity and togetherness so they became easy prey for the global powers. The United States, the European Union, France, Russia and the Commonwealth of Independent States aim to establish their authority in Islamic countries in order to take over the Islamic geography through carrying out proxy wars (Asymmetrical wars) by terrorist organizations under their control.
THE THIRD INTERNATIONAL CONGRESS FOR THE ISLAMIC UNION OF ASSAM
Will be held in Istanbul on December 19-20, 2019.
Topics related to the principles and procedures of the Defense Industry Cooperation for the Islamic Union will be examined under the title of “ASRICA Common Defense Industry Production”.
The notifications presented by academicians, who will participate in the Third International ASSAM Islamic Union Congress, will be included under the following headings:
- Principles and procedures to establish the Joint Military Standards Center for Islamic Countries,
- Classification the industry and manufacturing industry, the position of defense industry in manufacturing industry and its international standards,
- Determination the defense industry strategy and framework to establish the cooperation between Islamic countries,
- The scientific basis of the defense industry, the position of the defense industry in Vocational colleges and universities, and the need for training in the defense industry oriented for production,
- Forming the enumeration of main combat vehicles used in the armed forces of Islamic countries.
- Evaluation of the defense industry structure of Islamic countries, production (tank, aircraft, ship, missile, ballistic missile, air defense system), import, export, manpower capacities (for each country separately),
- Creating the database related to quality, quantity and standards of the defense industry products which are produced and used by Islamic countries, and determining the principles and procedures to establish system to be used Jointly,
- Cooperation in the field of defense industries, in addition to the capabilities and possibilities in manufacturing the joint defense industrial products and establishing model of the joint production system,
- The capabilities and possibilities of manufacturing industrial defense products for the global powers, technological levels, and their common productive and inspection systems with research & development capacities.
- Transition status to CYBER security and Quantum System that global powers have reached,
- Determining the methods of forming cyber security systems and joint research and development capacities with cyber security capabilities and possibilities of Islamic countries,
- Capabilities and possibilities of Islamic countries in relation to the electronic warfare and radar systems,
- Capabilities and possibilities of Private Military Companies operative in defense industry services sector,
- Discussing the possibility of developing models and production systems by establishing a common database for Islamic geography,
- Determining the legislation provided by the control systems applied in the national and international fields regarding to the circulation and production of defense industrial products,
